Troy Palmer is the founder of CivicShift AI Business Solutions Inc., creator of the CivicShift Operating System, and a municipal leadership professional with more than two decades of experience in emergency management, organizational development, safety, workforce leadership, and governance. What 20+ Years Revealed.

Throughout a twenty-three-year municipal career, Troy worked across emergency response, leadership, training, safety, labour relations, employee development, and organizational design. The work revealed how often organizations struggle not because people lack commitment, but because processes, knowledge, and systems remain disconnected.

The Vulnerable Persons Registry

One initiative exemplifies the approach that would later influence CivicShift.

As part of his Bachelor of Applied Business capstone project, and with support from the Canadian Red Cross, Troy led the design and development of the Regional Municipality of Wood Buffalo's Vulnerable Persons Registry.

Launched in 2019, the registry provides a confidential and voluntary way for residents with additional support needs to identify themselves before emergencies occur.

Less than a year after launch, the registry was utilized during the 2020 flood response to help identify and support residents requiring additional assistance before floodwaters reached vulnerable areas.

The initiative ultimately contributed to the municipality receiving the Alberta Minister's Award of Excellence — Enhancing Community Safety.

From Experience to CivicShift

Between 2022 and 2026, lessons accumulated from emergency management, organizational leadership, workforce development, information governance, and technology design began to converge.

The result became CivicShift.

What Failure Costs — and What Fairness Looks Like

Anyone who has worked the aftermath of a serious incident knows the second response is harder than the first. Equipment goes missing. People remember different versions of the same conversation. Notes are on paper, in emails, in people's heads, and across systems that do not talk to each other. Then admin and finance teams spend months sorting it out — validating costs, authorizing reimbursements, answering insurance and grant questions, preparing for audits. Most of that work would not be needed if the records had been there in the first place, in a form anyone else could read.

The same pattern shows up in everyday operations. A supervisor looking into a near miss. HR working through a disciplinary process. A regulator asking for training records. In each case, the question is reasonable, and the answer is somewhere — but somewhere is not the same as accessible.

"Show me where they were trained not to do that" cannot evade accountability when the answer is one click away. Neither can "you were trained not to do that" when the employee can show exactly when they were trained, by whom, and what they signed. Fairness, in both directions, requires records the people doing the work can produce when they need them.
